County Improvements for Roads and Bridges (CIRB) Funds
Title 69 § 507 & OAC 730:10-23
This state funded program through ODOT provides funding for construction or reconstruction of county roads or bridges on the county highway system that are of the highest priority as defined by the Transportation Commission. The program consists of state apportionments from the Motor Vehicle Collection Tax of 120 million dollars per state fiscal year. The monthly apportionments are divided in equal amounts between the eight ODOT Transportation Commission Districts. A five-year construction work plan, updated annually, is cooperatively developed and maintained by the Circuit Engineering Districts and the Local Government Division at ODOT. Approximately 75% of the five-year CIRB construction plan is funded with CIRB funds and the other 25% may come from federal Surface Transportation Program (STP), Tribal federal dollars, city or county local funds.

Accomplishments through May 2024:

The COVID-19 situation has had a broad impact on the State including the reduction of tax revenues that fund maintenance and operations on the County Highway System. The Legislature and Governor with the passage of SB-1888 have been proactive in reallocation 35% of the FY 2021 CIRB funding back to counties' County Highway Fund to partially offset the funding shortfall projections, which were made by the Oklahoma Tax Commission.

Beginning in FY 2022 and thereafter, the Legislature, HB 2892, reduced the reallocation of CIRB funds to counties' County Highway Fund to 25% from 35%. The funding is allocated to counties by formula, which uses proportional shares of the following; 1/3 county area, 1/3 certified county road miles, 1/3 bridge replacement costs of obsolete and deficient bridges according to latest ODOT Bridge Summary Report. Beginning in July 1, 2026 the formula will be based off of proportional shares of the following; 1/3 county area, 1/3 certified county road miles, 1/3 total county bridge numbers based off the ODOT's 2020 Bridge Summary Report.

Accomplishments through May 2024:
- 965 projects total construction cost = $1,552,606,566 (Includes CIRB, Tribal, Federal, and Local funds)
- Total CIRB funds encumbered for design, RW, utilities and construction = $1,516,901,220
- 792 bridges replaced or rehabilitated
- 1,208 miles reconstructed or resurfaced
- Of the top 10 longest county bridges, 7 have been replaced under the CIRB program
- 3rd longest county bridge, 1,650 feet built in 2018, is located in Oklahoma County on MacArthur Blvd serving Deer Creek schools.
